It's absolutely the best advice, get good winter tires unless you live Southern Arizona, Texas, Florida etc. Here in Canada everyone needs to winterize.

Sounds like normal vehicle maintenance to me.
Also, in 2013, exactly what is a "tune up"? No points, no condenser, no distributor, plug wires, rotor or cap..
