How do you get an EPA mileage rating without the EPA providing it?

I call BS. MPG calculation is easy. Put a gallon of gas in the car. Drive it till it stops. See how far you get. Very basic test but you get the idea. Run a number of tests. Get the average. Should not be that hard to figure out.

So when is the EPA going to fine the manufacturers of fuel gauges that aren't linear. Why should it be the case that when the needle reads 1/2 that it takes more fuel than 1/2 the capacity of the tank to refill the tank?

What percentage of drivers actually get the mileage listed on those stickers? All the manufacturers overstate the mileage. These 2 were dumb enough to get caught.
