It's true no new refineries have been built. But existing ones have been expanded. There is more refining capacity in the United States right now than in any time in history. More new refineries will not improve supply or drop prices. It would just drive some of the older smaller refineries out of business.

Interesting, big oil takes out another refinery.
Result? Gas prices automatically go UP, UP, UP! They make more money by doing less and avoiding costly repairs and maintenance.

You know darn well if it was hurting the bottom line for the oil barons they would have an alternative plan in place since there is a fire at this refinery or others in that area several times a year.

Since no new refineries have been approved in decades, the existing refineries continue to age and deteriorate. As demand increases, the impact of one less refinery can and does affect gas prices due to less supply.

The government created hell that is California is just a preview of what waits for the rest of us if we keep turning to the government for help. If California hadn't legislated themselves such a unique fuel environment with their dismal array of requirements, they wouldn't be in this situation.

West Coast gasoline market is "isolated from other markets" because they chose to specify boutique blends for their fuel, which is not made expect specifically to sell there. This also goes to explain some of the extra cost of fuel in their little piece of the world... along with the extra taxes slapped on that fuel by their government rulers.
