cheaper to pay flat if you drive a lot. Not cheaper when you drive only a short bit.

if they do a per mile tax, they need to do away with the gasoline tax and charge everyone a per mile charge, and need to base it on gvw (small cars do not do as much damage to roadways as larger vehicles.

As one method of road generating taxes decreases (fuel efficient gas sippers), another must take its place, so it seems.

Ba$tard, liberal, rip-off artists. This is very similar to my local water department raising rates when we were all successful saving water, AT THEIR REQUEST, during some very dry years.

"Everybody uses the road, and if some pay and some don't, then that's an unfair situation that's got to be resolved," said Jim Whitty of the Oregon Department of Transportation.
What load of crap! We all pay- through common taxes and fuel taxes!
HEY DOT get your head out of your preverbial a$$ and become as efficient in your operations as cars/trucks are! Whats next charging school bus opertators? or police and emergency vehicles?- which increases other taxes paid to state/munipiple governments.
Don't punish those of out there doing a better job with thier investments than you are capable of doing with yours

IMHO: We have to pay for maintaining and creating roads, don't we ? Always have in the past and best I know nothing has changed with regard to that. However, costs have risen dramatically across the board and revenues especially for highway maintenance has fallen (less gasoline demand yields less revenues be it more efficient vehicles or far less mileage per person these days). The far less mileage part of that equation is cause enough for an increase in revenue resources. We have needed serious reform in this area nationwide for a long time. Revamping that equation really takes some doing. We can change the way individual passenger (private) vehicles are taxed easy enough by looking at weight and mileage. What about commercial vehicles ? They bare the burden of all the taxpayers as all taxpayers benefit from our widespread delivery systems. Maybe all delivery services should collect road taxes on their deliveries; if they are not already doing so. Bottom line; we have to finance our infrastructure, both new and repairs. We currently are failing in this area and we need to change that and do it in a fair way for all involved (not just EV / Hybrid / efficient vehicle owners) ;)

This is a little early to try to grab revenue from alternative fuel vehicles - there aren't that many of them and some of the economic justification is undoubtedly the absence of fuel taxes.

Maybe Oregon should forget paved roads and just go back to wagon trails. Gas or electric, if you drive on a paved road, someone has to pay the maintenance for it. This may start in Oregon but other states are already starting to draw the same conclusions -- higher MPG = lower gas taxes!

Small lightweight cars do less damage to roads and bridges. So don't create another hinderence to buying smaller fuel efficient vehicles.

That makes no sense at all! Has Oregon gone right-wing all of a sudden? They need to tax those who insist on driving gas guzzlers, not the other way around. Let the SUV crowd pay the gas tax, plus a per mile tax.

Unbelievable...so they want us to buy the hybrid/electric vehicles at a premium, even with a tax vouchers on some, then pay the electric utility tax if it plugs in (Have you seen this in your electric bill?) and then want to charge a per mile fee so they can use it to keep the current revenue level to maintain roads to keep it fair?
This is the same stupidity as increasing cigarette taxes or installing traffic cameras and then whining because the revenue did not meet expectations because people are not smoking as much or running red lights. Which of course is the natural outcome of taxation, the use will become less.
How about we use some fiscal restraint and cut the cost of government and then pass the savings on to the people....a Raring economy will increase revenues as people will work harder to make more money, but they have to be allowed to keep a higher percentage...otherwise why work harder when the gov't will take it away from you.

Annual state inspection, have odometer read, get car registration and pay for miles driven.
Or flat annual tax added to car registration.

Ironic is it not? "Oh no! Don't tax my greenie car!" Proving once again that the liberal does not see taxes as anything but punishment and to be used on the folks they don't see as paying their fair share.

Do you not want to be energy independent. I do not see how this will encourage people to purchase efficient vehicles if they are going to pay a penalty.

If this be the case, then tax bicycle riders who choose to ride on the payment as well. Also require them to carry libality insrance...if not, then stay off the payment. Afterall tax dollars collected from automobile owners paid for these nice paved roads anyway.
